My dog's penis is bleeding and sticking out. Is it an emergency?

What happened to my dog? At first, his penis was dripping some blood. But when i came home yesterday, this happened. I don't how long his penis was bleeding. Does it need surgery? Will it go back on its own? Does his penis needs to be cut? Thank you! ☺

I suspect your dog might be suffering from a condition called TVT ( transmissible veneral tumor), you need to take him to your vet urgently to get checked and cleaned, the penis needs to be put back in place and treatment for TVT started.
