My dog collapses and pees when I let him out. Is it a seizure?

My 11 year old, 36lb puggle (1/2 pug 1/2 beagle) is fine until I let him out to pee when I get home from work. When I let him out he collapsed, almost like a seizure where is front and back legs went out from under him and he fell on his side and pees. After he's done peeing he gets up like everything is fine. This didn't happen when he went out in the morning and that is the same amount of time. What is going on, I'm scared. It sounds suspicious for a seizure . Kayla could have a seizure for a few reasons. The most common is epilepsy but toxins, liver disease or brain tumors can also cause seizures. I would recommend to take him into the vet asap for a neurologic exam and bloodwork. This will help to narrow down what caused this. Keep him quiet until his visit and encourage him to drink water.
