My dog is shaking, off-balance, and acting drunk. What's wrong?

My dog is acting very strange. He is normally very hyper and happy. But when I came home from work I found him laying down and slightly shaking, more like rocking. And then when he started to get up it’s like he was drunk. His tail is between his legs. He’s having a really hard time walking, completely off-balance, his tail between his legs. And he also looks so scared! Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 1 year and 5 months old | 30 lbs
