My dog has black lumps on her head that flake brown. What are they?

My dog has these little lumps on her head. At first i thought they were ticks but i don't think that's what they are. Some of them are flaking. The lumps are black but flake off brown. Pet's info: Dog | Mixed Breed | Female | 40 lbs

This is often differentiated by a test called a fine needle aspirate (FNA) which is a pain free, inexpensive and easy procedure which in most cases will help reach a diagnosis. Sometimes a biopsy is needed for a definitive diagnosis. I recommend that you have her evaluated by your veterinarian for further assessment and treatment. I am really hoping for something benign.
