My dog struggles to breathe when pulling on leash. What can I do?

Pet's info: Dog | Beagle | Female | 12 lbs

Occasionally Jenny seems to have difficulty breathing while walking. She usually is pulling on her leash at this time and very excited. It goes away when I stop her movement but takes a moment. Seems like a throat spasm! We ordered a special vest for her so we can do away with the collar. What else should we do. Note: we live in a semi and travel 365.

That's the first thing to try, a harness is usually solving this type of problem in dogs that are pulling to hard, the collar presses on the trachea and it causes breathing problems and coughing. if this is not the reason for this symptom then the harness will not help and you can see it pretty much immediately, in that case my advise would be to take her to the vet in order to get that checked ASAP.
