No, they are born with this condition and the effects of it would be apparent right away as a kitten. If you are suddenly noticing a lack of coordination, then I would be concerned about some other condition affecting the central nervous system and would recommend that Scruff be seen by a veterinarian right away. These conditions can happen from an infection, toxin, blood imbalance, hypoglycemia, or trauma. In either case, it has the potential to be life-threatening without early intervention, so it's important that the cat be seen by a vet as soon as possible.
