My new parakeet is ruffled, not eating, wings quiver. Is he sick?

I have had my parakeet for a little over 3 weeks now. (Purchased from the pet store) And th last couple of days I have been coming home from school and he is at the bottom of his cage kinda ruffled up. I also noticed that he has not eaten much of his food. And every once and awhile his little wings will quiver. Am I to late to recognize his sickness? Or is it normal? Should I be concerned? Pet's info: Bird | Unknown - Bird | Male | 21 days old
