My dog's flea allergy causes itchy lumps. What treatments work?

Pet's info: Cat | Mixed Breed | Female | spayed | 3 years and 3 months old | 7 lbs

I know she has a flea allergy, but under the skin behind her ears are to semi soft inch long lumps. They same to he itchy as well because every time I touch them she presses her head harder for more pressure. I've tried advantage, revolution, frontline. Many different flea shampoos and powders, apple cider vinegar and citronella and nothing works. I don't know what to do now.
