My senior cockatiel is plucking wing feathers with skin issues. Vet?

Hi, I have a 16 year old male cockatiel. His obviously bothered buy an area connecting Wing to body. He has plucked all the feathers from that area. There's small white plaques on his skin and in the crease he has a larger yellow thickened area. It looks like there's a slight tear in it. I thought he might have a skin infection. Do I need a vet? Pet's info: Bird | Unknown - Bird | Male | 16 years and 11 months old
