Sometimes that can be true. Although infections, crystals in the urine, bladder stones, basically anything that causes irritation to the bladder can also cause this. In general, bladder inflammation is the more common reason that cats will only urinate small quantitates. Since it hurts, they will urinate more frequently. I hope this helps!
