My cat is vocal, anxious, and nurses blankets. What's wrong?

He is excrssively vocal and tries to continuously nurse on blankets. He almost acts nervous and anxious. Pet's info: Cat | Mixed Breed | Male | neutered | 9 months and 8 days old

He probably was taken from his mother very early and is a sensitive kitty. He needs lots of TLC and pets and wants to be talked to and snuggle. I would take him to a vet for a general exam to make sure there is not a hidden health condition and once that is ruled out, it is likely that he just needs a lot of attention and TLC.
