How to transition my 8-month-old dog from pee pads to outdoor potty?

Pet's info: Dog | Golden Retriever | Female | unspayed | 7 months and 26 days old | 29 lbs

Ok so my dog is almost 8 months old and she still only uses the wee wee pads to go potty. Never once outside. Is it possible that since she has never seen a dog go outside that's why she doesn't? Is it possible she's like "oh bad dogs not going on their pads like good dogs" when we go on a walk and she smells other dogs?

It's more likely that Coco Chanel she has not learned to go outside, and it's more convenient for her to use the pee pee pads. I would start moving her pee pee pads closer and closer to the door each day, and make sure she sees you moving them so she doesn't go to the usual spot and get confused. Then start moving them outside, eventually placing them in a spot outdoors where you want her to potty. Praise her when she uses the potty outside. As she starts to consistently use the potty outside, you can take away the pads. Be sure to reinforce her behavior with praise and treats.
