I have English bulldog that won't be 2yr till February and 3 days ago he was puking up piles of blood and not little piles more blood than anything I haven't seen any diarrhea and now he sleeps a lot he was born 2 weeks early and I bottle fed him I don't know if he has heartworm or has been poisoned

Poor Tank! If he was puking a lot of blood, he needs to see a vet immediately. It's quite serious when a dog is puking blood, and you are correct that it could be caused by toxins or heartworm. It could also be caused by hemorrhagic gastroenteritis, GI ulcers, or a foreign body. I would take Tank into a vet now. The vet can do a physical exam, blood tests, a urinalysis, and possibly x-rays to determine why he was vomiting blood and is very lethargic, and can treat accordingly.
