My pug pees when I touch her. Is it excitement or submissive peeing?

Hi i has a pug when i go to take her in my hands or i go near her and touched her she will urinate

She could be urinating because she is excited to see you, or it could be submissive urination in that she is trying to show you she isn't a threat.
