Is a cold nose normal for my dog in winter? Should he wear a coat?

In winters will it be safe to make him wear dog coat because his nose remains cold all the night in winters even after wearing coat

It is normal for a dog's nose to be moist and cold. I would be more worried if the nose was warm or hot and dry. A German Shepherd dog does not need a dog coat, it is better to let him go out without a coat.
