Pet's info: Cat | Bombay | Male | neutered | 8 months and 4 days old | 7 lbs
My cat has a red bump over his bottom lip. He's taken antibiotics and steroids and it's not helping.

It's very likely to be an autoimmune condition, usually these do respond to steroids but it can take several weeks until results are seen. In some cases one type of steroids won't work but when changed it will start working, but I would give it at least 3 weeks before switching treatment.

It would be helpful to see a picture of it and know exactly the medications' doses. I guess it has been treated like a eosinophilic granuloma complex but it could potentially be something more concerning. I would definitely have him rechecked and ask for further investigations.
