Yes, that is too much fat for your dog. Too much fat for a dog can lead to pancreatitis, which is life threatening and requires intensive hospital care in order to treat it. If you are going to feed your dog ground beef, I would feed him 95% extra lean ground beef and drain away the fat before giving it to him.
