Yes, normally if the puppies are nursing on the mother dog, they will tend to all nurse around the same time - but as long as all of the puppies are nursing at some point and gaining weight, it isn't a problem if the timing is staggered a bit. If you are bottle feeding the puppies, it's fine to feed them one at a time.
