A couple of months ago, I found my cat breathing heavily/panting, as well as drooling. I was really worried so I took him to the vet. They prescribed him pills to take for a week, as well as a liquid medicine. Earlier today, I found him in the same state as last time. He still has pills left over from last time, so I've already given him a dose. Unfortunately, he doesn't have any more of the liquid medicine. I'm hoping I don't have to take him back to the vet, because I cannot afford to take him

Poor Frenchie! It would be very helpful if you could post what the vet diagnosed Franchie as having, along with the names of both medications he was given. Having that information will allow the experts to better help you and Frenchie, and possibly given a solution that may not require a trip to the vet. I can say that breathing difficulties do typically require a visit to the vet, as they can cause a cat to do downhill quickly into respiratory arrest. If paying for a vet is an issue, you can see if your vet accepts payment plans, if there is a low cost clinic in your area, or you can apply for Care Credit online.
