How to potty train puppy in cold/rainy weather: pads or outside?

How do I potty train my puppy to go to the puppy pad if the weather is too cold/rainy outside?

It can be confusing to train a puppy to go in the house (which is what using a pee pad really is) and also to do her business outside. She can certainly be out long enough to go in all types of weather. You can hold an umbrella over her if necessary.

    Using puppy pads is acceptable if the weather does not permit outdoor visits. Once it warms up, you can move the pads outdoors to a designated area then remove them altogether once the pups are going outside regularly. Dogs and puppies thrive on routine, so allow them potty breaks on a consistent schedule. Pups need to go as soon as they wake up as well as 20-30 minutes after naps, eating or playing.
