My German Shepherd puppy has a black tail bump. Why isn't it growing?

Hello I have a german Shepherd his name is Oakley. We got Oakley when he was 8 weeks old. Ever since we bought him he’s had this black bump at the end of his tail that doesn’t allow it to grow. I am wondering what this could be thank you for your time. Pet's info: Dog | German Shepherd | Male | 25 lbs
