It looks like that may be a tick that is causing local inflammation. I suggest you get Cooper to your vet for an exam. He may need some antibiotics and/or he may need some flea/tick prevention if that is a tick. Ticks can transmit diseases so you need to know what is going on. Yes, shedding is normal for all dogs. The only time it is abnormal is if you are seeing bald spots. Hope this helps.
