My dog's penis is out, swollen, and bleeding. What should I do?

My dogs penis is out of its sheath. It been out ever since he’s gotten back from out of town with my friend. It looks a little swollen. And is leaving red residue (assuming blood) on his stomach and back legs. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered

You can try to put some water with diluted 3-4 tablespoons of sugar on it, spraying it and then it should be able to get back. First mix the sugar to the hot water then add cold water to make it cooler. If it doesn’t work you need to take him to the emergency vet.
