Dog flea shampoo not working. How to treat my untouchable cat?

I have a chihuahua/tzu and she have fleas. However i also have a cat but she doesn’t let anyone touch her so I’m not sure if she hates fleas too. I constantly wash my dog with flea shampoo and it helps but only temporary because i end up finding more. What should i do? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed
