My 5-month-old Rottweiler is scared to go outside. How to help?

I just purcahse 4 month rottweiler last month.Now his age is 5 month.He is afraid to go outside and his tail down or bend under the legs. Due to his fear he can not pee outside and even he is not barking inside or ourside. What Is the problem? Pet's info: Dog | Rottweiler | Male
