Why does my dog have white buildup on her neck that squeezes out?

my dog is a year-and-a-half old she's a female blue nose pitbull she has a skin irritation on the back of her neck it hasn't grown or anything like that not pussy but it has a white buildup on it and when you squeeze it and clean it white stuff things come out of it.
