My dachshund's breath is terrible after tooth surgery. Is it infected?

My dachshund was hit by a car and his upper canine tooth was broken in half basically ... he ended up having surgery to remove the rest of the tooth that was stuck in the jaw. After the surgery which was about 2 months ago, his breath smelled great! Well about a month ago his breath started stinking again and it's TERRIBLE. I've been watching the jawline to see if it's swollen but it isn't. It does look nasty though and kinda looks like dead skin. Wondering if there is infection? No $$$ now.
