Why does my parrot puff up, make sounds, and sometimes bite me?

Pet's info: Bird | Unknown - Bird | Male | unneutered | 1 year and 5 months old

Hi, my parrot sometimes lifts his head up, puffs up, eyes opening and closing, and makes a cute sound like laughing or clicking. When he does that I usually pet him in the breast and neck. Sometimes he likes it and continues but sometimes bites. Is it normal?

By your description, it does not seem to be abnormal behavior. It may simply be something he does for attention. You can monitor for lethargy, loss of appetite, loose droppings or perched low with feathers fluffed. These are typical signs of illness.
