my dog has a clear mucus draining from atop of his neck

Mucous only comes from they eyes, mouth and nose, so I would first be suspicious of it coming from one of these areas. If there is a hole in the skin that is leaking mucous-like fluid then I would be suspicious of a cyst, infection, or possibly a fistula from the esophagus. It's really difficult to know without being able to examine it. This does have the potential to be something serious, so it's worth taking him to the vet for an exam. The vet should be able to quickly tell why this is happening and can offer effective treatment for it. I hope that helps and Ranger gets better soon.
