My dogs eyes is swollen shut in he have bluch like bumos under his fur

Hi there and thank you for using pet coach to address your concern. It is difficult to say what the problem could be without pictures but there could be 2 separate problems. There could be an eye infection or trauma to the eye and the skin may habe an infection or some other skin condition. Any time I am dealing with an eye, I usually recommend having a veterinarian examine this to ensure there is nothing serious going on, especially if you are unable to get a good look at the eye itself. I would recommend having your vet check this out just to be on the safe side. For the skin, I would recommend starting a shampoo such as Douxo PS calm shampoo and bathe twice weekly until resolved. I am sorry it is very difficult to tell by the picture what is going on. IT is possible trauma or an allergy caused irritation to the eye. With scratching or rubbing this could cause the hair loss and discharge. However since it is so close to the eye I Would recommend consulting a vet to make sure the lesion is going to resolve. The number one reason they lose hair around their eyes is mange. I suggest you have him to your vet for an exam. It could also be allergies but without examining myself it’s hard to say. You are welcome to try giving him some antihistamines for a few days to see if that helps but if not he really needs to see a vet. I would try using Zyrtec.
