My dog has pink raised nipple-like bumps and a rash. What's wrong?

My dog seems to have high raise “warts” or “skin tags” they almost look like nipples. Pink and rised. He also has a rash around the “warts”. Pet's info: Dog | Labrador Retriever | Male | unneutered | 5 years and 1 month old | 66 lbs
