Pet's facial hair won't grow back after ear meds. Is Biotin safe?

Merri has hair loss on her face from eyes to ears from Tresaderm for ea infections since she adopted me 2 years ago; the hair never grew in; can she tolerate Biotin? if not, why not? Is Biotin water soluble? what does that mean, water soluble, have anything to do with her being able to tolerate the supplement? thank you for considering this.
