At that age, you have to start individually so they understand what a leash is a proper behavior. Do not let them pull and every time you stop, make them sit. Once they get the basics you can try them together. The hardest part is the distraction of the other puppy as this can make focusing to learn hard. Make sure you provide plenty of treats. You might find good results with using a halti or gentle leader as this help stop them from pulling and directs them a little better than a collar.
