Dog shaking, can't lift head, and can't stand up. Is it an emergency?

Pet's info: Dog | Pekingese | Male | 6 years and 8 months old | 15 lbs

we don't know what exactly happened, but when we got home, his right legs are shakin, he cant seem to lift his head up and he cant stay up for long. we were thinking that he might have fell the stairs or something

Hello, sorry to hear about Appa. He could have had a stroke, he could have vestibular disease, or even an injury to his neck or back. He needs to be evaluated by your veterinarian immediately to ensure he does not need emergency treatment. Additionally, look for any potential toxins or medications he could have gotten into while you were away as some toxins can cause neurologic signs as well. Best of luck and hope this helps.
