My dog's penis won't go back in after surgery. Is it injured?

Pet's info: Dog | Bichon Frise | Male | neutered | 13 years and 1 month old | 18 lbs

My dog had bladder stone surgery 30 days ago. While staples were in he started having problems with his penis coming out and not being able to get it back in. Problem continued. Dr. said maybe penis was irritated. I used dermalone ointment for 3 weeks to keep it lubricated. He is still having the problem. I can't afford to take him back to the Dr. Could it be that maybe a muscle was injured or penis was injured when staples were put in?

Yes, it is possible to cut through the muscles which are helping to hold the penis within the prepuce. Penis prolapse is usually transient and as long as the wound is healed up the penis funcion is back to normal. 30 days after the surgery the penis should be going back in easily so I am concerned why the function is still not back to normal. The only advise I could give you in this case is to take Booboo back to your vet as your dog has to have full clinical examination to find out what is going on.
