Thanks for using Petco Pet Education Center, formerly Petcoach! Given that it is not raised, this is possibly just a change in pigmentation and not an abnormality. If at any point, he develops an actual raised mass, then have him evaluated by your veterinarian for further assessment and treatment. Good luck!
