Why isn't my 3-month-old kitten's fur growing and whiskers breaking?

My 3 month abandoned kitten's fur inst growing much, i can see a lil bit of the skin, also her whiskers is breaking. She used to have a long whiskers but now its shorts. The fur on her belly part isnt growing at all. Is this normal? What should i do to make her have a lot of fur? Pet's info: Cat | Domestic Shorthair | Female | 210 lbs
