My puppy is scratching and biting, found insects/eggs. Is it lice?

Hello, my name is Yanibel osorio & I have a 5 month old havense puppy in my home. For 3 or 4 days now she’s been scratching very viciously and biting at her fur constantly. 2 days ago I actually found insects in her fur and taking them out and killing as much as I can. I don’t believe it’s fleas because they are not jumping on her but they are sucking on her blood. I’m assuming it’s lice in her skin and I have seen eggs, I am confused on how this infected her bcus she does not go outside as much

Lice are definitely a possibility. Usually they get this from contact with another animal. They can also be in the environment if other animals are around the house. It is impossible to rid her of the infestation by finding and killing them individually, because they lay eggs in the hair. It's best to get a product from your vet (best option) or pet store that is labeled for killing lice and fleas. These products will quickly and effectively remove the infestation.
