My dog is extremely itchy and rolling around, but has no fleas. Why?

My 'new"dog,a 5yr old mongrel,hasn't got fleas but is very itchy. She is so uncomfortable that she rolls on the ground like a horse and bangs her hips violently. Her diet is healthy,doesn't have leftovers etc. I brush her regularly although she doesn't like it. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 5 years and 3 months old | 18 lbs
