Why is my senior dog's penis dark and extended after chewing?

My chipoo is 11 and “fixed”, I found him chewing a blanket and his penis was out, longer than I ever seen in my life of male dogs and the color was not average, like black/dark red, should I be concerned or is this age related? Pet's info: Dog | Mixed Breed | Male | neutered | 18 lbs
