I have been working with a breeder to purchase a multi gen goldendoodle puppy. The puppy we want apparently had a broken tail at birth, Her vet said the tip of the tail died and he opted to cut off the extra skin/fur at the end of the tail. There was no bone in the end of the tail. The first two pictures show where the bone stops, 3rd pic is with tail shaved and cut. Is this something to be concerned about? Or is the puppy likely still healthy and ok to purchase? Also, she is the runt of litter

Broken tails do happen and dogs can live normal lives without their tail. I wouldn't worry about this as long as the tail is healthy now. Definitely have it checked out by your vet after you get it just to make everything is ok, but I wouldn't be worried about an amputated tail as long as it doesn't look infected, gangrenous (which is doesn't from the photos), and it can still use the stub.
