Can my 1-year-old dog still learn obedience training effectively?

With Jack being a year old already, can I still put him in obedience training at anytime of his life or is there only a certain age that they have to be at to start doing that? I don’t have the money right now but I will soon and I just want to make sure that it will be okay to still put him in it even though he’s already a year old and has some bad habits. Pet's info: Dog | Chihuahua | Male | unneutered | 1 year old | 15 lbs
