Why is my dog peeing blood, panting, and lethargic? Is it serious?

What could cause my dog to drip bloody urine from his penis, he is panting very heavily, and lethargic. He is a ten year old shitz tzu

I would recommend that Gizmo see a vet immediately. Bleeding from the penis can be caused by bleeding/clotting disorders, UTI, urinary bladder stones, trauma to the penis, masses in the bladder, infection of the prostate, among a few other issues. Some of these issues can cause a urinary blockage, which is life-threatening if not addressed quickly.
