Why is my dog's WBC high with tick fever, swollen leg, and discharge?

Pet's info: Dog | Mixed Breed | Male | unneutered | 8 years old | 30 lbs

Why is my dog wbc so high as 30,000 ? Vet suspects tick fever as hes platelets and rbc are low and so is on doxy since 3 days . But now after 3 days hes front leg swollen. Is it possible that hes wbc go so high in tick fever ? However he also has ocassional watery reddish peniel discharge wich vet told coz of tick fever. However good thing is he has a decent appetite.

Tick fever is one option, but because of the reddish discharge from the penis i would also suspect prostate cancer (common in unneutered dogs his age). this needs to be ruled out before continuing with the treatment.
