Why is my dog panting, vomiting, and rubbing head with eye bubble?

My dogs eye had clear bubble on, she is panting, rubbing head on floor, restless and has vomited twice

I would recommend that Flo be checked out by a vet immediately. A bubble on top of the eye is not normal, and could be a sign that her eyeball is trying to rupture. This is incredibly painful for a dog to experience. The vomiting could be related to the pain from the eye, or could be an indicator of some other internal medical issue. A vet will do a thorough physical and ocular exam, and may recommend bloodwork or x-rays to see what the cause for the vomiting could be from. Until Flo sees a vet, try to keep her from rubbing her head on the floor since this could cause further damage to the eye.
