My parakeet's wings were clipped when I bought him in July. I would not have chosen that but they told me they would grow back in a month, and they haven't. He is very friendly, climbs up my legs to my shoulder, but I'm afraid he will fall since he can't fly. How can I encourse new wing growth? Thank you.

You can't do anything to make the feathers grow faster aside from providing good nutrition. The feathers that are cut never actually grow back, you have to wait until the moult and new feathers coming in to replace the cut ones. A birds moult different amounts, but usually a couple of times a year.

Feathers that are clipped typically stay in until the next molt cycle as opposed to feathers that are lost or plucked which begin to grow back almost immediately. He may go into a molt in the next few weeks to months. Be patient. His feathers will eventually come back.
