My boxer's jowels are swollen and bleeding. When should I see a vet?

Pet's info: Dog | Boxer | Female | spayed | 3 years and 3 months old | 69 lbs

My 5 year old boxer has had swollen spikey things on the lower jowel for about 3 weeks and I asked the dog center if it was anything. They said they didn't think so but tonight i wiped the bottom jowels with paper towels and blood is oozing off of them

Unfortunately the picture is blurry and very difficult to see what is going on. However, lip fold dermatitis is common in the boxer due to the long and drooly jowels. If it is bleeding then she should be evaluated by a veterinarian to determine what the diagnosis is and if medications are recommended.
