My birds are trying to mate but the only problem is that the male is doing his thing on the female wing. Is this normal?

This can happen with an inexperienced pair. Give them time and they will get it right. Be sure to provide an adequate nesting box as well as a fortified diet (a commercial pelleted mix and some seed) and calcium supplementation.
