My dog has a painful, rapidly growing tumor. Is euthanasia an option?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | spayed | 8 years old | 25 lbs

My sister's dog- female mix breed about 8 years old- has a very large rapidly growing tumor. Just gave birth 6 months ago. Complicated/almost fetal delivery. Infection and cecerian. Shortly after- this appeared. Started small- growing daily. No money for expensive treatment/surgery. Does it sound like cancer? Is it time to "give up" (euthanize). Does it seem hopeless? Dog is in EXTREME PAIN. Sister needs to hear it from a professional! Cuz she refuses to accept that its time. This is her love!

This is huge and looks extremely painful, it is impossible to tell from a picture exactly what the underlying nature of it is (most likely a cancerous tumor but could potentially be a hernia) but either way it must be severely compromising her quality of life and causing undue suffering. I would recommend euthanasia as soon as possible, there would be no guarantee that surgery would be succesful at this stage and would extremely invasive and painful outside of cost
