Why is my 9-month-old puppy licking, biting, vomiting, not eating?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 9 months and 4 days old | 7 lbs

My puppy is 9 months old and she keeps biting her Nicole’s and this morning she kept licking her private part, plus she has been vomiting a yellowish color because she hasn’t been eating as well as she use too these past two days

I'm sorry Delilah is having a problem. I see that she is a small breed and 9 months old. My first question would be about a heat cycle. Has she already had one? Or maybe she.is starting one? This can cause swelling and discharge of the vulva and nipples. If she has already completed her first cycle, she may have an infection of the uterus which can cause her to not feel well, lose her appetite and vomit. If there are no indications of a heat cycle finishing or starting, then the next possibility would be a urinary tract infection, skin allergies or dermatitis causing the biting or other problems. So, I'm afraid without more details or a hands on exam, we cannot help you much with the diagnosis. This would be something we would recommend a vet visit for to get to the bottom of all of the issues you've described.
